Mandate

The Kenya Prisons Service is mandated by the provision of Caps 90 and 92 (Prisons and Borstal Acts), Laws of Kenya, to carry out the following activities:-

  •    The containment and keeping of offenders in safe custody.
  •    The Reformation and Rehabilitation of offenders through counseling, training, Educational and Professional       Programmes.
  •    To foster the administration of justice by producing ensuring offenders are taken to Courts.
  •    To ensure the control and training of youthful offenders in Borstal and YCTC Institutions.
  •    Recruitment and Training of Prisons Manpower requirements.

Core Functions

  •    Keeping prisoners or legally convicted persons placed under their care in safe custody.
  •    They also ensure prisoner’s rehabilitation and reformation for social re-integration
  •    Facilitation of Administration of Justice.
  •    Containing and Rehabilitation of young offenders in Borstal Institutions and Youth Corrective Training Centre.
  •    To care for children that are age 4 or and below accompanying their mothers to prison.

In April 1902, the prison system was introduced by the British East Africa protectorate in Kenya with the establishment of East Africa Prison Regulations. During Kenya’s Independence, the enactment of chapters 90 and 92 to constitute the Kenya Prisons, and Act (Cap 90) has since been amended, the last being 1977 has strengthened the Penal system reforms. The Borstal Act (cap 92) has also been amended, the last time it was amended was 1967.
